NATO special forces to take on Russia

WASHINGTON — NATO is moving to create a new rapid-reaction force with 4,000 soldiers who could be deployed to defend Eastern European allies under threat from an aggressive Russia.

The move came amid increasing concern about Russia's deeper incursions into Ukraine, with German Chancellor Angela Merkel saying her country is prepared to impose harsher sanctions on Moscow even if that means German companies will suffer economically.

Details of the NATO plan emerged Monday as President Obama and other leaders of the 28-nation alliance prepare to meet in Wales. The movement of Russian troops into Ukraine — a non-NATO member seeking greater ties with the West — was at the top of the agenda.

The new NATO force would be able to act on "very, very short notice" and would "travel light but strike hard," said NATO Secretary General Anders Fogh Rasmussen.

The NATO chief said the alliance would create the force "not because NATO wants to attack anyone, but because the dangers and the threats are more present and more visible."

The show of strength followed Russian President Vladimir Putin's stark comments last week at a summer camp that his nation "is one of the leading nuclear powers" and that "it's best not to mess with us."

Obama leaves Tuesday for Estonia, where he'll speak about the common defense of NATO allies in the tiny Baltic state.

On Monday, Merkel pledged her support for tougher sanctions against Russia, despite the impact they might ave on German companies.

"Being able to change borders in Europe without consequences, and attacking other countries with troops, is . . . a far greater danger than having to accept certain disadvantages for the economy," she told reporters.

In a phone call with European Commission President Jose Manual Barroso, Putin reportedly bragged that he will seize the Ukraine capital in only a couple of weeks.

"If I want to, I can take Kiev in two weeks," he threatened Friday, according to Italy's La Repubblica newspaper.

Russian officials pressed Ukraine Monday to declare a cease-fire with separatists, but Ukrainians say they are locked in a war not just against the rebels but also against Russia — on behalf of Europe.
