Shelly Silver, watch out — City Councilwoman Inez Dickens is challenging your claim as one of the sleaziest rulers of a major legislative body in New York.
It turns out that Dickens, a top contender to be the next council speaker, is a major city slumlord. As The Post reported this week, four buildings she owns or co-owns have rung up some $265,000 in unpaid code violations, property taxes and water bills. The nearly 200 violations, some dating back a decade, include missing smoke detectors, broken floors, faulty wiring, peeling paint and mold.
But Dickens is only head of the council's Ethics Committee. And never mind that she voted this year for a "slumlord accountability" bill that imposes hefty fines on landlords who fail to repair ongoing problems.

Fact is, she can't claim quite the same level of repugnant behavior by a leader as New York has seen from Assembly Speaker Silver — because she hasn't yet been elected by her peers to head the council.
No, Silver has no landlord scandals in his past (that we know of). But when it comes to sleaze and disdain for ethics, his list is long indeed. It includes, among other things, working for a top tort-law firm while blocking tort reform in the Assembly and trying to help members and staff keep sexual-harassment charges against them out of the public eye.
Hmm. Now that we think of it, even if elected council speaker, Dickens may have some work to do to top that record.
