City shelled out $30K for Gracie Mansion fence

New after-the-fact permits filed for the completed fence around Gracie Mansion put the estimated cost of the project at $30,000 — more than seven times the figure put out earlier by City Hall.

When The Post first reported last week that Mayor de Blasio had installed a new privacy fence at the landmark Upper East Side home, officials put the price tag at $4,250. But permit requests filed with the Department of Buildings Monday showed the much higher tally.

Still, City Hall officials stuck to their lower figure.

"The Parks Department's expeditor entered $30,000 as an estimated range for a small-scale project," said mayoral spokeswoman Monica Klein. "The project's actual cost was approximately $4,250 for materials."

Officials said labor costs weren't calculated because the fence was built by Parks Department workers during normal business hours.

Yet, prior mayors have included labor costs for work done by city employees at Gracie Mansion — because the tasks were keeping them from performing their regular duties. That's how a headboard made for former Mayor David Dinkins was priced at $11,500: It included the 363 hours a city carpenter spent on it rather than working on homeless shelters, according to media reports in 1990.

Those reports also cite the $15,705 in labor costs for Human Resources Administration carpenters to build a dresser and desk for former Mayor Ed Koch's cook.

Asked about the 10-foot fence Monday, Hizzoner punted to the NYPD, arguing post-9/11 security needs required the addition to the 6-foot brick wall or metal gate already surrounding the property.

"I'll state an obvious thing: The last time there was a family living in Gracie Mansion on a regular basis was before 9/11," de Blasio said at an unrelated press conference in Brooklyn. "It's a very different world now, and the NYPD assessed the situation and made a decision. You can follow up with them."

City Hall also failed to get an OK from the city's Design Commission. A former commission official said the mayor would have likely gotten the project approved because he controls the board — but not because the fence was aesthetically up to snuff.

"Whoever made the decision to put up a . . . picket fence against a low brick wall abutting a landmark property needs some serious design-sensitivity training," Michele Bogart said.
