What would King George III do about American immigration? In the week in which we celebrate our founding document, it turns out to be a timely question.
In the list of complaints in the Declaration of Independence lodged against the king, one was that he "endeavoured to prevent the population of these States; for that purpose obstructing the Laws for Naturalization of Foreigners; refusing to pass others to encourage their migrations hither."
In other words, George III restricted immigration to these shores because he feared allowing people to come and settle might ultimately lead to an America large and prosperous enough to threaten British control. He was right. As America became a magnet for immigrants, it would grow richer and stronger, ultimately supplanting the British Empire in power, wealth and influence.

Today we are in the midst of another great debate about immigration and America's future. Which is why we are disappointed so much of the focus is on the past: specifically, on how to handle the 11 million people who are already here illegally. This point has dominated discussion of the bill the Senate just passed, and we expect it to continue in the House.
Now, we appreciate that people of good will can have strong disagreements. But we also are persuaded by Republican Rep. Paul Ryan that the real issue is what this bill will do for future flows. In this context, it helps to remember that if millions are now here illegally, it's not because of this legislation. It's because of a status quo that does not serve our interests.
We believe these interests are better served by much of what we see coming together: a guest-worker program that will help meet the realities of our economy, a visa system that will open our door to those who graduate from our finest universities and a system where the overall question will move from family reunification (do I have a brother in Philly?) to skills (do I have the advanced degree or experience an American company is looking for?).
George III was right about the benefits that would flow to an America that welcomed talent and enterprise, even as he pursued a policy to prevent us from realizing those benefits. Today, Paul Ryan is working to get his Republican colleagues to build the America George III rejected. Something to cheer this Independence Day.
